HCID Initiative

A global initiative

Health Care in Danger is an initiative of the International Red Cross and Red Crescent Movement aimed at addressing the issue of violence against patients, health workers, facilities and vehicles, and ensuring safe access to and delivery of health care in armed conflict and other emergencies.

The HCiD initiative calls for moving from commitment to action within six areas with specific recommendations to address the prevention of violence against health care and the reduction of insecurity on safe access to and delivery of health care.

The six prioritized areas are

  1. Strengthening domestic legislation
  2. Incorporating the protection of health care into the operational practice of armed forces
  3. Incorporating the protection of health care into the operational practice of armed groups
  4. Promoting the rights and responsibilities of health care personnel and generating respect and adherence to the ethical principles of health care
  5. Ensuring the preparedness and safety of health-care facilities
  6. Ensuring the preparedness and safety of ambulance and pre-hospital services

The recommendations aim at generating respect for international humanitarian law, the humanitarian space and the life-saving mission of health services.

Implementation of the specific measures can not only help countries to strengthen the protection of health care personnel, facilities and transport, but it can also help to build the resilience of their national health care system and ensure safer access to health care during armed conflict or other emergencies.

Different actors have been involved in developing these recommendations: state authorities, militaries, armed groups, international professional associations, health-care workers, humanitarian organisations, civil society and religious leaders, among others.
