- Early Response Framework, second version
WHE has developed the Early Response Framework (ERF, a set of policies, tools, standards, and procedures for effectively responding to health emergencies to save lives and reduce the suffering of affected populations, and this is the second version, that provides guidance on WHO’s approach to risk assessment, grading and response to public health emergencies. The framework details how WHO applies the Incident Management System (IMS) at all levels of the Organization in response to emergencies.
